Fingerprint sensor not working for login on 1st boot of Windows 11 and very slow startup.

On the first login screen it does not work, i have to use the pin. Afterwards the Fingerprint sensor works normally,

Even if I Try leaving the laptop on and the login screen on for 1-2 minutes after powering on to see if some process has to complete before the fingerprint sensor 'wakes up' - it does not work. Windows biometric service is set to automatic start, and I also didn't change anything.
The driver being used is the latest one from HP. not many services startup and i do not have a lot of apps that AutoStart NOR the load is too big on the system for those that I have enabled.

I tried many times using msconfig - I tried many many many times restarting the computer, I think it was around 90 times I restarted my computer selecting and unselecting services from the services tab - nothing helped.

 

What I did was I went to the HP’s website; I downloaded the latest driver; the issue is still not resolved but what happens is - when I get the login screen I have to wait around 30 seconds until the fingerprint reader starts working.

 

This is all after the first boot, any other locking of the screen, logging out, etc., the fingerprint reader works lightning fast, it is only following complete restart/hibernation I face this issue. So I really don’t know what is happening and why I have to wait so much after the logging screen is on so I can use the fingerprint scanner.
