Hi,
We have a HP Probook 450 G8 that detects the ethernet on some of our USB-C G5 docking stations but doesn't on others. I have tried fully updating the drivers and windows updates but it did not help. It's strange that it's only certain docks (of which are also fully updated).
(1) What is the CAT standard of the network cable ? Cat5E
(2) Does the network cable work 100% with the notebook (without docking station) ? Yes, it works if I plug the ethernet directly in to the laptop.
(3) Is the docking station on the latest Bios version? Yes
See:

(4) Do you use the latest Network Driver for the docking station ? Yes
Windows 10 (64-bit)
(5) Do you use static or dynamic [dhcp] ip address ? DHCP

Hello.
So you have a single HP laptop that is used with different docks, right? Do the docks work with other computers? HP docks will work with other manufacturers' computers, they are not restricted to just HP.
Can you clarify whether the laptop has trouble detecting the Realtek ethernet component itself on the dock, or does Windows report that the ethernet cable is disconnected? Do the ethernet port lights turn on the dock? Have you tried other switches or switch ports? Are you using autonegotiation or forcing specific speed/duplex?
The sp139699.exe package contains version 1.0.15.0 which has been superseded by a couple of version. Latest version is 1.0.20.0 and can be downloaded from this page. (Direct d/l link to latest version)
