For some reason my processors performance on battery power is only 14%. 

 

I don't believe it's due to CPU frequency scaling, because that doesn't make sense.

 

The only post on this forum about this topic wasn't ever solved and isn't open anymore. Link

There could be a couple of thing causing this.  First try to set the minimum processor speed up from %5 when on battery

 

Enter the phrase edit power plan in the window search box
Then select the 'Advanced' tab

Download and run CPUz to find if the speed has improved.  You should see the speed and the multiplier change as you use your system.
