Description: HP dm4-1160us Entertainment Notebook
Intel i5 processor 2.4 Giga Hertz - 4 Gig Ram.
O/S: Originally Windows 7, upgraded to Windows 10 Fully Updated. Wireless connection, no LAN or VPN, no error message.
Only 15% of the memory is used.
It is extremely slow in all respects. Please let me know if you have any solutions to the problem. Very much appreciated.

You're very welcome.
The service manual indicates the max memory is 2 x 8 GB.
The 1st generation Intel core processors can only support 4 GB of memory in each slot for a total of 8 GB.
Even if in theory the slot could support a total of 1 x 8 GB of memory, the memory would only run in single channel mode.
With 2 x 4 GB of memory, the 8 GB will run in the higher performing dual channel mode.
If you want to install a larger capacity SATA SSD in your notebook you should be able to install one up to 2 TB.
Do not exceed 2 TB.

The only suggestion I can offer would be to replace the 2.5" mechanical hard drive with a better performing 2.5" SATA solid state drive in a storage capacity that meets your needs and budget.

If the notebook still only has 2 x 2 GB of memory you may also want to max it out even though only 15% of the memory is being used.

Checked Amazon for the Western Digital 500GB WD Blue SA510 SATA Internal Solid State Drive SSD and Timetec 8GB KIT(2x4GB) DDR3 / DDR3L 1333MHz PC3-10600 Non-ECC Unbuffered 1.5V / 1.35V CL9 2Rx8 Dual Rank Low Density 204 Pin SODIMM Laptop Notebook Upgrade (8GB KIT(2x4GB)).
My final questions are:
1-What is the highest SSD capacity that could be used?
2- is it possible to use 8 GB RAM in one slot?

I have now made the changes per your recommendation.
All is well, and my notebook HP dm4 which was very slow has taken the pace and is now working at an acceptable speed.
