Can you please tell me what are the BIOS settings for this Laptop to:

  1. Be able to charge it through its USB-C port

  2. Not have the USB-C ports provide power when the laptop is off.

Hello.

1. There is no setting in laptops to restrict USB-C charging. You cannot charge this laptop model via USB-C because the laptop requires more power than what USB Power Delivery standard can provide at 20V.

2. The BIOS Setup guide for laptops/desktops made in 2021-2025 states that in the Port Options menu may be USB Type-C Ports setting which "Disables power delivery at USB-C port when notebook PC is turned off", but this is in "Select products only", so if it is not implemented, then you are out of luck.

The question would then be does this PC Support the USB-C 240W Extended Power Range Standard, and I have not been able to determine wether it does or does not from the documentation I have found online.

We have been able to charge devices with a USB-C power supply or a barrel tip adapter while they were powered off when they required a higher output supply to run, but the adapter could not charge at a high enough rate to keep the device running after it was turned on.

We work with some Notebooks, (not HP), that use a 135 watt USB-C Power Adapter.

Final opinion, if the PC has a charge port for a barrel tip use it, those ports are usually on a cable and cheap to replace if they get damaged, the USB-C ports are usually part of the Motherboard and if they stop working Motherboard replacement is expensive.

Sleuthing around the Quickspecs and MSG, the laptop can only input 19.5V voltage through the barrel connector. The input voltages are printed on the bottom cover for further proof. Alas, I do not have this model at hand to verify this.

HP docks and power supplies that provide USB-C power delivery do not go over 100W. Anything over 100W would require using higher voltages than the normally used 20V charging logic in all USB-C powered HP laptops (and most other laptops from other manufacturers). The power hungry high end Zbooks would still require more power than what USB Power Delivery standards currently allows (240W), so those barrel connectors would still be required.

The current HP docks are compatible downwards with regards to power delivery, so HP probably does not want to create additional SKUs and keeps their offering simple for end users - just select the dock model that has enough power for your HP laptop. Power supplies that provide the additional EPR voltages would be more expensive and so far there is no impetus for HP to provide them.

If your 135W USB-C charger is rated for 20V it is a proprietary solution.

This HP Dock Provides 180W through the Thunderbolt Port which would be one of the USB-C type ports:
