Tried installing SP142187 but that does not solve the problem.

I have had issues with HP FPS, especially after reinstalling the OS.  I usually fix the issue by going into BIOS and under the Security tab check to reset the Finger Print Sensor.  This will clear all previous data and usually allow it to start in Windows.
