Not a new but an old BIOS version (V70 Ver. 01.04.00 - 01/18/2024) solved the problem for me.

Can you please explain the process?
I installed the old BIOS, but every time the computer restarts, the old BIOS gets automatically updated with the latest one.

I was same for me too so I hibernate instead of shutting down each time. But now I solved. In the BIOS settings at the startup ( you should press f10 while the computer boots to enter that menu) there is an option "lock BIOS". So after I rolled back to older BIOS, I restarted and entered to BIOS menu and clicked the checkbox.

I just download new version of Power manager (3.1.18.0) from HP support assistant app and it looks like, that it start finaly doing something. Hp intelligent charging is activated and its not turning off after closing app. Finaly....
