ProBook 650 G4 (3UP58EA#ABD)

In my HP probook 650 G4 (3UP58EA#ABD) laptop (Windows 10 pro 22H2 (Build 19045.5854)), when it is not connected to the charger, the device (HDD or USB Stick or whatever) connected to a specific USB port alot of times disconnects and after seconds reconnects. I don't remember this happeniong when laptop is in charger.

I Unchecked "Allow the computer to turn off this device to save power" from "USB Root Hub (3.0)" and "Intel(R) USB 3.0 eXtensible Host Controller - 1.0(Microsoft)" in the control panel, And unchecked "Allow the computer to turn off this device to save power" from Control Panel/Power Options/Change plan settings/USB settings/USB selective suspend setting and it didn't help.

one thing I also noticed is that even when I Safely Remove the drive, It connects again after some time (and of course the disconnection issue keeps happening again), although this is never supposed to happen.

I booted to a Linux Mint USB, connected the drive to that port, and the same proble also happens on Linux.
