Why have HP stopped generating SMC.bin files and just offering to fit new motherboards for £400

Hi:

Unfortunately, there is nothing we can do to help you, since HP will no longer supply the required SMC.bin file that is used to clear the BIOS password.

That is the only way it could be done.

Also the forum rules were amended on 1 March 2019, which no longer allow us to help with providing unlock codes, etc., to clear BIOS passwords. Rule 4.d...

Afternoon not sure if this site is working or not, I was told by Sharun from HP to try the community for answers' to my problem concerning my Zbook being password protected (BIOS) but no one as answered, I read on here a post about fitting a new Bios Chip instead of a new motherboard I asked if anyone as anymore info pricing etc. why does HP not charge for creating a SMC.bin file instead of just offering a new motherboard or even offer a Bios chip service, what's going on does HP not want customers to be able to use second hand laptops.
