Hello.
Enter BIOS settings with F10 when HP logo is shown when powering on the laptop. Go to Advanced -> Boot Option.
Make sure USB Device Boot is enabled.
If you have Secure Boot enabled in BIOS, you cannot boot from a USB drive unless the OS in the USB drive is signed. Try disabling Secure Boot. Enable it again if you are running Secure Boot compatible operating system such as Windows 10/11.
Elitebook G7 and newer do not have traditional BIOS support, which limits booting to only UEFI compatible OS's.
Check the specification for whatever you are trying to boot via USB if it supports UEFI.
