How i can update my TPM to 2.0

And my pc model is EliteBook 8470p

You can't.

 

Your PC is not on the list of those where the TPM One.2 security chip can be updated to 2.0.

 

HP Desktops, Notebooks, and Workstations - HP TPM Configuration Utility With Windows 10 Anniversary ...

 

You need an EliteBook 840 G3 or newer to upgrade the TPM One.2 firmware to 2.0.
