Hello.
The slowness can be caused by many things.
Does "too long to turn on" mean a long a time until Windows has finished loading or you are at the login screen? Minutes?
If you have a low-end configuration with only a mechanical hard drive (HDD), consider replacing it with an SSD drive. If you cannot identify your drive type (HDD or SSD), check the Windows Device Manager --> Disk Drives. The only device listed there is the drive and you can search the drive type with your favorite web search engine. Or include the drive model here for us to identify. Your current storage drive may have also be failing, causing it to slow down.
Check also the amount of RAM memory in your laptop. Open Windows Task Manager (press CTRL+SHIFT+ESC in Windows) and select Memory in Performance tab. On the upper right corner is shown the amount of installed memory. If it is less than 8GB, then additional memory will likely increase performance - depending on your computer usage patterns.
Your laptop's processor can also slow down if it gets too hot. Usually the reason is blocked air vents. (cat hair, lint, debris). Check this instructional HP video and try cleaning the vents yourself.
Finally, your antimalware software - or malware (!) - can slow down the computer. If you are using something else than Microsoft Defender, try upgrading the software or temporarily disable it and check if it makes your laptop work faster.
Any computer store that also services computers should be able to sell and install both the SSD and memory upgrades. They can also diagnose the slowness with much better accuracy than my educated guesses here. They can also clean the laptop more thoroughly with compressed air once they open up the laptop cover.
