The download here is the 2015 camera driver for your laptop, windows 10,  but try the rest below first.

Does the camera work in windows itself?

1 - enter "camera" in the windows search box. An error message may appear. If so, click "Get Help". If there is no "Get Help" then read this article.

2 - Look at the keyboard function keys for a camera icon such as

if you see anything like that the press it and see if the camera starts working. It could also be a physical device such as a switch or a cover that closes over the lens. Some AIOs have an On Screen Display and that might have camera control for on/off. I do not have your particular system so am guessing.

Official HP camera troubleshooting guide read this.

Microsoft recommended troubleshooting windows 11, 10

Did this just happen recently, after a Windows update?  If you upgraded from windows 10 to 11 there could be a problem finding a windows 11 driver.  If it was a minor feature update then try rolling back the camera driver as the update may have put in the wrong camera driver.

try rolling back the camera driver

let me know if you cannot get it to work.

I have never seen that before but I did find the download for that windows 10 feature here

Your laptop's version 8.1 windows had a lot of cyberlink tools but I suspect they will not run in 10 unless you pay for an upgrade.

The cyberlink webcam driver might be all you need, download it here

It is dated 2013 and may not work.

Something is missing on your post and it is not clear what the solution was.  What caused the camera to start working?

Was the camera working all the time but just not in those media applications?
