There are several serious issues at work against you here ...
First, any install you force that was made from install media that you created from a download from Microsoft is a BAD IDEA! Why? Because that install will only have the generic drivers that are provided by Microsoft, not the HP drivers needed for the custom hardware in your laptop. So, even though the install may work, the laptop will not because it will not have the drivers it needs.
Second, although you can usually change the boot from UEFI t\o Legacy and back, the install media has to match the target boot type. So, if your install media expects UEFI boot and GPT-formatted partition, and you have Legacy selected, the Windows install will fail.
Third, if the caps lock is blinking, that means a serious hardware error has been detected, and in that case, you need to deal with that error instead of trying to force a Windows install.
Here is an HP thread describing beep and blink codes for their laptops:

Yes you’re right for the windows on usb but is not the first time. I was using windows xp 7 8 10 on this laptop. In this link I can’t find mi blinks only close to mine that mean power problem. Now I take it apart and I see little corrosion on some capacitors I think next to the cpu with labels r36a 2034j. Tank you for the help WAWood
