I don't think your dock can be downgraded further by anyone except HP at their own labs.
I recommend contacting HP and creating a case for this, even if the warranty was expired.
In the mean time you can disable sleep timers in Windows to avoid the problem, but you can still let Windows turn off displays after a time. (or does this also produce the problem?)
Check also firmware availability for your displays or test with other displays if possible. The dock may also function differently if you use HDMI instead of DisplayPort (or vice versa) should your displays have other inputs as well.
If you still have your Lenovo, please try to use it with the dock. Thunderbolt docks are universal, although the power buttons and such are manufacturer specific and won't work with others' laptops.

I have created a case in HP support and i see they take it quite seriosely. The problem is that when put to sleep for a short time, waking is ok. The problem begins when laptop is kept in sleep mode for hours. So what i do is basically making some changes, then put the laptop to sleep mode and then i check for what is does next morning. Then trying to fix again... and again.
HP support seems to think the problem is on the laptop's side, not with the dock. Thanks to you i know now what i will try next. It will be my Thunderbolt 4 dock from lenovo 🙂 It had full functionality ecxept power button, just like you said 🙂
There is actually one more problem with the laptop. When screen is locked, the laptop goes to sleep mode within 20 seconds, no matter what is set in Windows power options. I used to live with it, it was the only fault with my Elitebook. Now got waking error. I wish i had that fixed.

It will not go to sleep mode if unlocked. So i keep it unlocked every time.
What i have tried by now:
Uninstalled Docs's driver
Uninstalled AMD graphic driver + run AMD cleanup utility
I have resetted Windows screen configuration (layout and so on, done from the registry)
I have tried to update laptops and docks firmware when nothing is connected
I have also resored the Windows from image, taken at time when everything worked ok.
No consistent solution so far. I have to power cycle the dock to get External monitors work. USB is working fine all the time.

The HP support could not help me. Is my case truly so unique? After downgrading bios to 1.06, the system sometimes wakes for many times without problem. Previous week it has waked 7 times out of 7, every single day, and next monday there was no picture on the external monitors again.
After running HP's diagnostic software the support suggested run to, where was no picture on any of the screens after waking. Laptop's screen was also blank. The software'd updated some AMD's drivers. Then i downloaded the very last version of chipset drivers from AMD's website. After that 2/2 times the laptop woke succesfully.
Boy oh boy, wish i had not updated the dock and laptop. It would be almost flawless laptop (especially after my previous Lenovo T14 G3).
