HP Recommended

my hp compaq tc1100 has been putting up 'operating system not found' even with a flash drive with windows xp tablet installed, it doesnt boot from it, neither it does from a hard drive, i also saw these laptops on ebay for like 200 bucks so, is my laptop cooked?
