I need my base system to be in Linux for development purposes (WSL2 is close, but still not there...) but I still need Windows for certain purposes, for which I want to install Windows (+office, etc.) in a VM.

Can the HP-provided Windows licence be used in a VM instead of as the host OS? If not, is there any (practical) way to get reimbursed for the licence, or to convert it into a normal licence (maybe adding a little extra)?

A: No, it cannot.

A: I am afraid this is also not possible.

 

I recommend that you search for other ways to active the VM.
