Hello.

Similar to e.g. SD card, the SIM card should pop out when you press the card as deep as it goes and hear a click.

If the SIM really is stuck for some reason, you need very small tweezers to pull it out. If you don't have a tool, try visiting an electronics or watch repair shop, and have them remove the SIM card.

Another option is to disassemble the laptop and the system board, and pushing the SIM card out from the SIM card reader. The SIM card reader has small holes on its metallic cover a needle or some other thin rod can go through and push the SIM out.

Disassembling the laptop system board is not recommended unless you already have experience with repairing laptop. If you choose to go this route, use the instructional HP disassembly video @Youtube and follow it. Removing the system board and putting the system back together has its risks unless you know what you're doing.

Reason for SIM getting stuck could be wrong orientation or if the micro-SIM was punched/cut from a mini-SIM without required precision.
