Try running the HP diagnostics as described on this page: https://support.hp.com/us-en/help/hp-pc-hardware-diagnostics
I recommend selecting the "Diagnose PC Hardware issues outside of the OS". Follow the instructions video on how to enter the diagnostics, and from there select Component Tests -> Keyboard Test.
If the TAB key does work, then something in your operating system blocks its usage.
If the TAB key does not work in the diagnostics, the keyboard is broken and needs to be replaced.
In either case, a "quick and dirty" fix would be to remap an unused key on your keyboard for TAB function, if you can spare a key for it. The Microsoft Powertoys is just one example of software that can be used for keyboard remapping.
