As I understand it, the TPM upgrade utility executes a diskpart command on the HP_TOOLS partition. Microsoft MSDN's error code reference says your code is VDS_E_SHRINK_DIRTY_VOLUME - it appears the upgrade utility is trying to resize the HP_TOOLS partition, which Windows is reporting as corrupt and in need of attention by chkdsk.

As an Administrator, I would open Disk Management (right click the Windows button on the task bar - it's on that menu). Hopefully you see the HP_TOOLS partition - in which case you can right click it, choose Properties, Tools tab, then press the Check button in the "Error checking" part of the dialog. If that completes successfully, the TPM upgrade will hopefully then work normally.

Though it's on a related issue and I cannot offer any guarantees about the accuracy or safety of any of the advice contained within it, you might find this Spiceworks thread about HP TPM configuration of some relevance.
