My windows 10 has the build 1803. You don't need to have the monitor switch and two external monitors. The low frame rate could be any time reproduced by just connecting an external monitor over G2, then you get the extended display mode automatically,  and the extended monitor enters into cropped display mode (not full resolution), which has the same resolution as  your Zbook has. Close the Zbook display panel, the extended monitor enters then into its full resolution mode, then you get the low frame rate of 2 fps on the external monitor. Open the display panel of Zbook again, the extended monitor leaves the full resolution mode, and gets the normal frame rate again. If you want to get rid of  the low frame rate on the external monitor with full resolution, you have to log out, and log in again, with the display panel of Zbook being closed. To ease the operation you may need external keyboard and mouse being connected to the G2 to do any operation.

I  can't try with a Zbook G4. I don't have such model.

I tried with a Zbook 15 G5 with P1000 but it doesn't show the issue. I have Win10 1809

When I close the Zbook panel  , the external monitor switches the resolution like in your case , but mouse moves as usual and windows open quickly .

I just updated the BIOS of the zbook 15 G5 and the TB3 G2  firmare to laset version available. I even used last version of software HP Thunderbolt 3 Secure Connect..

I connected a 1920x1200 display via DP.

I tried even with a 4K both 30hz and 60HZ,hz, no issue.

 

Did you try , when you have the two external monitors connected and working fine and notebook panel open, to set the display as Extended display ?  then swith the monitors to the other computer and then back again to Zbook ?

 

in this case you avoid the external monitor starting in Clone mode , keeping is native resolution from the beginning. might be  it could help.
