Hello! 

I have HP Envy laptop 13t-aq000. Can I charge it through USB Type-C port using power bank?

I have gone through your Post and would like to help

 

As per the Service Guide: http://h10032.www1.hp.com/ctg/Manual/c06271813, the USB Type-C Port provides data transfer, and when the computer  is Off it can still charges most products such as a cell phone, camera, activity tracker, or smartwatch and you can also display device that has a USB Type-C connector, thus acting as a DisplayPort output

 

But you cannot charge the Notebook through the USB Type-C Port. You need to use the AC Adapter
