The activation fails after updating the Windows upgrade to Windows 11 from windows 10.

Need to know HOW you did the upgrade.  Did you use Windows Update to do the upgrade in-place?  Or did you use a USB stick to install Windows 11?  And if so, where did you get the Windows image for the USB stick?
