I have updated the bios to the latest version 01.03.11 Rev.A using the HP utility.  But then Windows won't boot anymore.  It just freezes right after showing the spinning ring briefly.

Had to flash the previous bios version 01.02.05 via the USB drive.  Curiously, while flashing the BIOS I got a couple of messages that the thunderbolt firmware could not be downgraded.

However Windows 11 can now boot.

Is 01.03.11 bios just borked?

Nobody?  Is anybody from HP even reading these boards?

I have/had the exact same issue. I brought it to a service center for repair a few weeks ago.

They rolled back the bios and considered that "fixed", even though I know perfectly well I can do that myself. They didn't actually upgrade it for me. Didn't even tell me anything or fix anything, or lock the bios version. Just rolled it back and called it a day.

After realizing they didn't upgrade it, I called the same service center and asked what they suggest I do. I insisted that of course I should be on the latest version and I want to update for security reasons. They seemed surprised and had no answers or suggestions. I asked them if I should just wait for another update, they said Yes.

So I'm stuck on the previous version, and I locked the version so it doesn't accidentally upgrade. I just have to hope that they report it somewhere.

My colleague with the same laptop model (exact same spec, bought a little earlier) was able to upgrade though, so I assume it's not broken for everyone.
