Mobile Broadband is an option. Did you buy this option (called WWAN card) ? Without WWAN card, the SIM card is useless, it simply won't work.
You also need check your provider, does it support the following WWAN cards
- HP hs3110 HSPA+ Mobile Module
- HP lt4112 LTE/HSPA+ Qualcomm® Gobi™ 4G Module
- HP lt4211 LTE/EV-DO/HSPA+ Gobi 4G Module
