In theory your laptop can be charged from any USB-C charger. But in reality...
HP Folio G1 was provided with a 45 watt charger. If a charger provides 45 watts or more, it will work just fine. If the charger provides less than 45 watts - depending on your laptop power load your battery may or may not charge (or discharge) at the same time. You may also need to put the computer to sleep or completely turn off before the battery starts charging. The charging will also take longer time. A low power charger (10-15W) may not have sufficient power to charge the battery even when the laptop is turned off.
In any case, your laptop will not be damaged by using a phone charger, so you will just have to test it yourself.
