HP Recommended

I purchased what I thought was an HP battery charger.  It looks identical to the one that came with the Laptop.  The new battery charger comes up on the display "slow charge", why?   The ratings are: Output 19.5v, 6.9 amp, 135 watt.  This is for a Spectre 360 laptop.     The charger works some times and others I get this message and it will not charge.  What am I doing wrong?

Is it the SAME part , not just Output 19.5v, 6.9 amp, 135 watt  ? What is your machine ?
