Hi:
The SIM card needs no driver.
Does your notebook have the required WWAN card that you need for the SIM card to work?
If so, you should be able to use the W8.1 mobile broadband driver for the model WWAN card your notebook comes with.
Manually install the driver if the auto install method doesn't work.

You don't seem to understand what I am writing...
The SIM card does not need a driver.
The WWAN card needs a driver, and the newest one available is for W8.1.
Every HP Elitebook ever made has a SIM card slot.
What 90% of them don't have is the optional and very expensive WWAN card.
I'll ask you again...does your notebook have a Mobile Broadband WWAN card?
The SIM Card slot is useless without the WWAN card.
Look under the Network Adapters device manager category.
There will be an Intel ethernet adapter
Some model wifi adapter
...and if the notebook has a mobile broadband WWAN adapter, it will be one of these models.
HP hs2350 HSPA+ Mobile Broadband Module
HP un2430 EV-DO/HSDPA Mobile Broadband Module
If you don't see one of those two devices listed under the Network Adapters device manager category, you cannot connect to the internet with a SIM card.
