Hello @walterk21
If we agree and assume that your hardware is OK and that your problem is software related, then you just need to plug in the USB drive.
-1 Shutdown the computer using the power button (pressed and hold for a few seconds until PC powers off)
-2 Power the computer back on. As soon as you press the power-on button, immediately begin hitting the Esc button repeatedly (like tap-tap-tap) before any logo appears. This should open a HP Startup Menu -> https://www.youtube.com/watch?v=GSN0qzXayUY
- Choose F9 to open Boot options
- Use the mouse/keyboard and select the USB drive as boot option, press [ENTER]
For the USB to boot, it is recommended that your BIOS/UEFI is set to "Legacy boot DISABLE, Secure boot ENABLED" option. Ensure that you go to BIOS (F10) . You should adjust this in "Advanced" tab of the BIOS.
If this still does not work, please, perform a quick hardware tests

- Choose F2 to open System Diagnostics. Follow the on-screen instructions to perform System Test >> Fast test.
This will check major hardware components for issue (do it just in case) . Here is more info >> https://www.youtube.com/watch?v=6JXUp43ahHA
If there are no system checks/no quick tests, perform HDD (hard disk drive/storage drive test) and RAM check (memory check).
Let me know the test results. If the tests pass without issues, continue, take a video showing what you do and what happens.
