I have been getting this pop up screen. My workstation will randomly start to sound like a jet engine and then the screen shuts off and the power on button starts to go red and flash white lights. Has anyone else had this problem or know a fix.

slot 3 card is bad.
what is there I can no t see it blind.
fans seem bad, or packed in lint.
the PC is crying for help 2 ways, that sound and that ERROR
Post errors must never be ignored
it means the PC needs service, so get it serviced in shop like most folks do.
but I'd be all over PCI-e slot 3, what is there and if you see it is loose or damaged, only skilled eyes know damage.
just like fixing cars same answer.
you pull AC plug first from all AC jack.. then LOOK. (lid off )
then pull card out of slot 3.
test system that way. now. no card 3, and tell me what is card 3, show photos best.

you posted no history at all.
when did PC run right last.
what was added to PC. did you upgrade the GPU card? my guess day1 new this card, here. from HP.

if you look close the card as 1 or 2 AUX power jacks on the top rear, and are NEVER EVER option these cables there.
is one or all missing or lose.
run with no 2080 card, see if normal main CPU /IGPU ports work? first.
progress on PC is 1 step at a time, start simple work up, is the rule here. on all PC. made and vast shared resources.
just out of the blue this error, before ever opening up the case,
we can not see inside any PC case nor over your shoulders. ok.
use only the top X16 slot this if for GPU, and is primary,
see here see me peeling back the cover to see 2x8 , both must be wired to the PSU or the card will NEVER RUN EVER.
all pins populated there too, do not use pair of 6 pin plugs only 2x8 works as seen clearly below
the cable both ends must be not loose ever. this end and other PSU end,

NO PC told at all , and we can not see PCs not told nor inside,, nor product ID# nor what PSU is there watts,
did your home get hit with lightning this can blow up a GPU card, via monitor cables to it.
hard to test the CARD in other PC lacking PSU that can run this high wattage card.
this card is 250watts all by itself, (this is fact)
so 500+watt PSU is best and do you have that?
some say 600w
the truth is , based on dynamic currents the PC uses and GPU and what surges the HP PSU can do,(not spec'd)
so a bit more is never bad. on PSU,
The 400watts at least and 100 more for marginal or dynamic reasons is needed. 150+250+100= 500watt.
if 600w is on sale we get that, but HP has no long list of PSU (with granularity watts) they sell only a very short list.
Real game PC have a real ATX PSU and vast vast choices, OTC. over the counter,
NO PC told yet by you so my watts , are GENERIC>
