From the HP documentation:
"Note:In accordance with Microsoft’s support policy, HP does not support the Windows® 8 or Windows® 7 operating system on products configured with Intel® and AMD 7th Generation and forward processors or provide any Windows® 8 or Windows® 7 drivers on http://www.support.hp.com"
It appears that one can upgrade to Windows 7 Pro 64-bit is one installs the Win7 USB and NVMe drivers to the Z4 G4 workstations.
We are using Windows 10 version 1903 which is not the worst that Microsoft has released but realize that for our company any future versions are hazardous to install. Add in the degraded performance with the Windows 10 bloatware and it issues with "The active Directory Domain Services is currently unavailable" for adding network printers and Windows 7 will be a definite upgrade for us. We lose "support" from Microsoft and HP but that is a trivial concern as neither companies are providing technical support for problems we encounter.

as the HP "G" series is a new line that has all models mostly under a HP warranty or current HP support why are you asking the users on this user to user forum this question? call your local HP rep give them the workstation serial number or purchase info and ask them!
HP offers "G" series workstations with optional win 7 downgrade rights at the time of purchase, so if you wanted win 7 why did you not avail yourself of this feature?
win 10 as supplied by HP AND MICROSOFT, does not come with any bloatware, you receive just the OS and 2 or 3 HP support applications which can be uninstalled if you don't want network or computer diagnostics and hp updates installed
your "active Directory Domain Services is currently unavailable" is a old issue that only affects a small amount of users and is not a current issue on the current windows 10/domain environments
