Hi,
I want to buy 2x CPU 2699 v4 from eBay, to be used with HP z840.
I am from Egypt, and it will cost a lot due to the recent local currency depreciation against USD, so the point is that I want to make sure that I am ordering the right item as I will not be able to afford to return it.
Also, I want to confirm that I am ordering the right item with the right status and guarantee that it will work with the HP z840.
So please advise.
My machine has an 1125 watts power supply and already ordered 2x of the hp z cooler.

There are, of course, no guarantees in life. Purchasing any product -whether new or used, carries with it a certain risk. That being said, my own (anecdotal) experiences with eBay Sellers have been overwhelmingly positive.

The E5-2699 v4 requires the 1125-watt power supply option, which you have.
In my personal opinion, you should be good to go, but I understand your trepidation completely.

Thanks a lot for your valuable time helping me.
Please, what is your advice regarding which items to pick from eBay?
I mean you choose according to price? or pictures? or refurbished?
Does a more expensive item mean more guarantee?
Also, some items are mentioned in more detail compared to others some include only E5-2699 V4 and others include LGA2011 ...etc.
That makes me more confused as I am not a tech guy but just an enthusiastic guy when it comes to tech in general.

the xeon E5-2699 is a 145 watt cpu, as such the heatsink that ships with the system will work but unless you are in a climate controlled room you may find the system fans will ramp up to a rather loud level in order to keep the system in a supported temp range
also this cpu has a quite low base frequency, and as such any programs that run best on a faster frequency will be rather slow
you might be better served by selecting a lower core count cpu with a faster frequency and installing two of them
last and quite important is to IGNORE ANY NON RETAIL cpu's you only want E5-2699 cpu's with a SPEC # SR2JS
do not buy pre production 2699 ES/QS processors marked QK7J or QK10 as they may have different specs or disabled features

I am reluctant to recommend any specific eBay Seller, as I would very much like you to have a good experience, and I cannot be held responsible if you don't have a good experience.
You should look for a Seller who has proven themself with many hundreds of sales and has shown reliability and has received overwhelmingly positive consumer/buyer feedback, and is given this badge:
And preferably with the highest "positive feedback" score possible (99+%).
With this in mind, here is one Seller who in my "expert" opinion stands out and offers the E5-2699 v4 for what I would consider to be a reasonable price given market supply & demand AND allows you to negotiate to make an offer for a lower purchase price: Intel Xeon E5-2699 v4 2.2GHz 55MB 22-Core 145W LGA2011-3 SR2JS | eBay. In other words, if I were looking for an E5-2699 v4, this is the Seller I personally would choose at this point in time.
Whatever you do, please do not pick the Intel Xeon e5-2699 v4 ES / "Intel Confidential" version, mostly offered from Chinese Sellers.

I already have 2x of the HP Z Cooler, which I bought earlier as a brand new item for use with the 2699 v4, so will it be sufficient? or I am mistaken?

Oh, I've never paid any attention to the number of frequencies and I was only paying attention to the number of cores and the highest model number and this is why I've picked the high line number with the highest number of cores.
The one I've now is the x2 E5-2686 V4.
I'm doing programming and video encoding.
So, I can not judge to be honest according to what you just said about what I should do.
The machine will be in my bedroom.
So if you have a better suggestion than 2699 v4, or to keep my current 2686 v4, please advise as I do not really know the best option.

hum ... but honestly, and I do not mean to be rude or something like that, I do not know which model will serve me better in programming and video encoding? as somehow I am a bit confused after reading your replies regarding the frequencies, and at any case, I will use the 16 slots of RAMs with 32 GB rams in each slot = 512 GB Rams.

as you have not sated what applications you use i can't comment on if a higher frequency or core count should take precedence
i will point out that the Intel® Xeon® Processor E5-2687W v4 has 12 cores and a base frequency of 3.0 and turbos up to 3.5
so dual 2687w v4 cpu's = 24 cores plus 24 hyperthreading cores
the HP Z cooler is the top of the line optional cooler there is nothing better it's rated for 160 watt cpu's

For development, I am using:
- visual studio 2022.
- some virtualization apps.
- Some others IDE from JetBrains.
For video encoding I am using:
- DaVinci Resolve Studio.
- VidCoder based on Handbrake.
- Techsmith Camtasia Studio.
These are my main applications. Besides some other related utilities related to Microsoft Office and daily work.
I will buy 2x CPUs and not only one.

based on your listed apps the is 2699 NOT the best choice overall due to it's much lower speed
the 2687w appears to be the best comprise between core count and speed
Davinci makes use of multiple cores
HandBrake can scale well up to 6 CPU cores with diminishing returns thereafter
it can in some cases use the videocard's GPU
Camtasia Studio has very limited multicore support
the apps below have limited multicore support and respond better to a faster cpu rather than core count
- visual studio 2022.
- some virtualization apps.
- Some others IDE from JetBrains.
