Thank you, installed W7-2495x with all updated drivers and bios as you recommend below, seems like all benchmarks are like 20% below the average values of other compared 2495Xs (Passmark, Geekbench...), do you have an idea what can be the reason? There is no throttling or high temperatures. power consumption hardly reaches TDP of 225W and clock never goes above 3,3 GHz on any core (same like 4,0GHz by 2445 - but here were results in normal), all settings in bios and power plan in Windows set to maximum.

I would recommend following all the Windows optimization steps as shown by Mr. Panjno in this link: https://www.youtube.com/watch?v=wkJBDEDDS5o&t=731s&ab_channel=Panjno. Don't worry if you run your PC in Windows 11: these W10 steps also apply. Only thing you need to do different is found starting at timestamp 17:12 -you need to enter eight f's, like so: ffffffff and not seven f's.
Complete these steps and see how much of a difference it makes!
This is not necessarily about gaming: it is more about performance optimization, which is what you are asking.
