Hello,
I want to upgrade my HP Z440 workstation with the above mentioned GPU
Is RTX 3070 Ti (need two 8 pin) compatible with Xeon Z440 workstation (700 w power supply - two 6 pin)
and how to?

Your RTX 3070 Ti needs 2 x 150 watt = 300 watt supplied by separate PCIe 8-pin power-rail power supply cables.
That means that 2 x 6-pin PCIe (2 x 75 = 150 watt) is insufficient to power this graphics card.
In other words, you need to upgrade your power supply.
But there is good news.
Since your HP Z440 Workstation's motherboard is fitted with a quasi-ATX 18-pin power connection, all you need to do is to purchase a "24 Pin to 18 Pin ATX PSU Power Adapter Cable" such as this one: Amazon.com: BLUEXIN 24 Pin to 18 Pin ATX PSU Power Adapter Cable for HP Z420/Z620 Workstation 12inch..., plug the adapter's 24-pin connector into a (minimum) 750 watt ATX standard power supply (which is equipped with 2 x 8-pin PCIe power supply cables from two separate power-rails) and plug the 18-pin connector into your motherboard, and voilà, your power problems are over.
