You say in the post you mentioned:
Download and run the v02.28 bios file. An information page will open.

Follow the instructions for the F10 Flash System ROM method.
Click on the View Contents of the DOS Flash Folder.
Copy the file contents of the DOS flash folder to your USB flash drive.
Restart the PC. Tap the ESC key to get the menu of options.
1. Run the download file https://ftp.hp.com/pub/softpaq/sp71001-71500/sp71294.exe to create usb stick?
2. Do this from my hp 8200... or may create usb from another PC...?

You can run it on any PC, but why not do it on the 8200?
Also, someone told me that on the 8300 Elite running W10, when they ran the file, it unpacked but no info page opened.
If that happens to you just go to the location the BIOS update unpacked to which would be in C:\SWSetup\sp(whichever BIOS Softpaq file you ran) and you open that folder, click on the HTML info file and continue on.

So,

Open my hp 8200
Download
https://ftp.hp.com/pub/softpaq/sp71001-71500/sp71294.exe
Unpack files
Copy to USB stick FAT32
Go to BIOS and run the file... in USB FAT32
CORRECT?

After complete the process, it will Restart PC automatically?

Yes, if you want to update the BIOS to v2.28, then you run sp71294.
If you want to update to the final version 2.33, then you run sp96026.
I left my PC's on v2.28 in case someone ever wants to run W10/W11 in legacy mode for some reason.
You have to open the info page so that under the F10 BIOS Setup flash method instructions, you click on the blue View contents of DOS flash folder and copy just those files to a FAT32- formatted USB flash drive.
I have zipped up and attached what the BIOS flash instruction page will look like below.

One last request, these files are for Windows 8 64-bit? Can run from BIOS independently of OS, e.g. Windows 10 64-bit...?

The actual BIOS files in the DOS flash folder are DOS files.
The Windows 7 (not Windows 😎 is the Windows based BIOS flash program that updates the BIOS in Windows.
That's the purpose of using the F10 BIOS flash method...to not risk that the windows 7 program does not execute the BIOS update correctly, rendering the PC an expensive doorstop.
All of the BIOS updates can be found on the 8200 Elite SFF support page under the W7 driver section.

Yes, that is correct.
You do not need the W8 program.
As I had indicated the other day, that is a BIOS utility used to update the BIOS' for many 8200 Elites on a corporate network or to change the HP BIOS splash screen to a different image such as some companies like to do.
If you have no intention of doing either, then the update is useless to you.

You can try the Rufus method but the method I gave you in the video is easier.
Also, when W11 24H2 first came out, I believe that I tried using the Rufus tool to do an in-place upgrade after checking the applicable boxes to bypass the W11 hardware requirements and it didn't work on my 8200 Elite CMT's.
It did work on all of my other unsupported PC's that had the Secure Boot feature enabled.
I believe it gave me not supported because of no secure boot, even though the Rufus app is supposed to bypass that error.
I do use the Rufus utility for bypassing the W11 hardware checks on clean installs of W11, and for that, it works fine, even on the 8200 Elite series and even on PCs that don't have a UEFI BIOS, support secure boot, or have a TPM device at all.
I believe I have given you all the help I can regarding this discussion.
If you want to update the BIOS another way, or upgrade to W11 another way, please feel free to do so.
