This is usually fixed with the intel chipset drivers for your Z440
https://ftp.hp.com/pub/softpaq/sp101501-102000/sp101759.exe
However, you might try Intel's update manager first
https://www.intel.com/content/www/us/en/support/intel-driver-support-assistant.html
[edit] There is also a management engine update from Intel .
if one of these solves the problem please let me know

Hi, @sleake
You need the driver that I zipped up and attached below:
Manually install the driver as follows:
Unzip the driver file to its folder.
Do not do anything with the files in the folder.
Go to the device manager.
Click on the ACPI\INT3510 device needing the driver.
Click on the driver tab.
Click on Update driver.
Select the 'Browse my computer for drivers' option and browse to the driver folder you unzipped.
Make sure that the Include subfolders box is checked and the driver should install.
Here is a partial copy and paste of the driver setup information file which shows driver support for the hardware ID you posted:
[Manufacturer]
%Mfg% = IntelDevice, NTamd64.6.1, NTamd64
[IntelDevice.NTamd64.6.1]
%INTELNIT.DeviceDesc% = IntelTurboBoostMax,ACPI\INT3510
