See if the chipset driver directly from Intel installs that device...2nd file down on the left is the auto install file.

The chipset driver should install all of those 8086 device.

I have zipped up and attached the Microsoft hotfix you need to install the ACPI\MSFT0101 device which is the TPM 2.0 device.

Download, unzip and run the file.

A13D and A13A did not install after .chipset.exe

Sorry about that...you need this driver which will install both of those devices...
