Elitedesk 8300 Mini

I am trying to install Windows 10 on an Elite desk 8300  Mini.  When I press F9 I can see the drive listed but when I select it as the boot source and press enter I get the Startup Menu  if I select Continue boot it would initially just loop back to the boot menu.  I saw a recommendation to   remove CMOS battery & press CMOS reset.  Now after pressing f9 & selecting the USB drive I get the Startup Menu when I press continue boot it hangs for a while then I get

BootDevice Not Found

Please install an OS

Hard Disk (3F0)

F2 System Diagnostics

If I run the diagnostics it tests fine.

How do I get this to boot from USB .  I should add I can boot other systems from this flash drive.

I should note I've tested this on another 8300 mini these are both g3's.
