Hi:
See the service manual at the link below, chapter 2, page 29 for the location of the enable VT setting.
HP Z440, Z640, and Z840 Workstation Series Maintenance and Service Guide
Security menu>System Security>
System Security Provides these options:
● Virtualization Technology (VTx)—Enables or disables Intel Virtualization
Technology to increase workstation performance. (Only visible on supported
processors)

I would not be able to help you with that question, because I do not run any of my PC's with VT enabled.
Your original question was how do you enable VT in your PC, for which I provided the solution.
I suggest you start a new topic on further questions that you may have regarding VT
