I would like to configure our HP Z8xx Workstations to start up after power is resumed after a power failure.
We are working remotely due to Covid and I am wondering if there is a way to enable this feature via Windows 10, without having to boot each system into the BIOS. We have remote access, but not to the 'system' level like iLO. I would like configure this without having to go into the office.

You can modify the BIOS settings from within Windows if you have HP Performance Advisor installed on the machines. HP Performance Adivisor is a free workstation maintenance and diagnostic tool from HP.
In the BIOS section;
Advanced > After Power Loss - can be set to Off, On, or Previous State
Unfortunately, to apply any BIOS changes, you still need to reboot the computer.
