The explicit setting for WoL is buried on the 8300, under Advanced... Intel Gigabit Network Connection ... NIC Configuration ... Wake on LAN

 

Under Windows 10, all three of the Options under the Power Managment tab of the network adapter view from Device Manager must be enabled.  Specifically, "Allow the computer to turn off this device to save power" must be enabled, even though it seems counter to what you want (for the network card to remain powered while the rest of the system is powered down).

 

It is possible to "check" the other two options "Allow this device to wake up the computer" and "Only allow a magic packet to wake the computer", then uncheck the "allow to turn off" option, leaving the latter two checked (but grey) but this will, in fact, disable the WoL capability.
