if it's outside your budget then don't spend the money, it's your choice (and 2000rs = 28.00 USD) but please stop asking how to troubleshoot/repair your electronic equipment,  as it appears you are not qualified to do circuit repair/troubleshooting and nobody can teach you how to learn this field in a few emails

 

you can buy a 4 pin PWM fan speed reducer from ebay/alibabba and slow down the fan that way but if the fam is to slow the system parts may overheat and fail so pick your poison, repair of hack the cooling fan
