I am trying to find a workshop to get my EliteBook repaired under warranty, but the workshop that the HP website refers me to only registers customers with products sold by them.

while there are exceptions most laptops must be bought direct from HP, or from a HP authorised reseller in order to qualify for the HP warranty,.... if the laptop is from a non authorised seller then any warranty is from the non HP authorised seller not HP
your laptop can also be a refurbished unit which even if bought from HP or a authorised reseller usually has only a one year (or less) warranty instead of the normal warranty most new consumer laptops have

the "EU" has numerous HP authorized repair locations, so i have no idea why you think there is only one HP authorized repair location in all of europe you may want to contact HP in your region using the links i provided

I am in Sweden this winter and contacted them there, but it is a Norwegian company that owns the laptop so they could not help me. Talked to a nice man in Norway who helped me with problems in the operating system and checked guarantees based on the serial number where the laptop was bought in a third country. I could deliver the laptop to him and get a new fan, but it would take 2-3 weeks because it had to be sent to Poland. The full warranty seems to only apply in the country where the product is purchased, those who work in several countries should consider what they buy.

NO YOU ARE INCORRECT, the HP computer warranty is valid in any country however said warranty specifics can differ between countries and in these cases the warranty in effect will be for either the country you bought the laptop in or possibly the country you live in. in either case valid proof of purchase showing HP authorized reseller and possibly residence location may be used to determine specific coverage

again, READ the official HP stance on warranties that they post on their website, i've talked to numerous support techs from most OEM's and quite a few simply read something off their screen and have no real in depth knowledge of what they are reading, also nobody will/can have in depth knowledge on every subject that they are asked which is why reading documentation on a needed subject can be quite helpful
