I've been looking to upgrade my PC to run most esports titles, but I need a GPU. I wondered which GPU I could get for the best price to perform under $170 with the stock 240-watt power supply. I don't know if I can use the GPU safely with the current wattage. If possible, I would like to know if I could fit a GTX 1650 into my PC case and if there's any PSU I could upgrade to. Thank you!

With the 240-watt power supply in mind, I'm going to give you some options.
Since you got the SFF model, you'll need a so-called 'low-profile' (LP) graphics card. All the LP GPU options I'll provide, come with the low-profile PCI bracket, which you'll have to use:

There is no HP-proprietary 500-watt power supply for your desktop, but there is a work-around for that, by using an ATX power supply adapter, specifically tailored for desktops like yours ("800 G1"), such as this purchase example: https://www.amazon.com/YEZriler-Adapter-Sleeved-ProDesk-EliteDesk/dp/B0B2HVJZJ8/ref=sr_1_4?crid=3V3Z....

Warning: the problem is that there is not much space for an industry standard ATX power supply in your SFF case, meaning, you may have to 'park' such a power supply outside your PC.
