this can be caused by electrostatic discharge, or short circuit, if you have not taken the necessary precautions
At best, problem with the bios if it can be recovered, so much the better
at worst, motherboard out of order

I just looked at the first manual and all of the PCIe slots can be used for your r7 card, even the smaller x4
The original 400watt power supply should have worked with that r7 card.
You might try any of the x4 slots. The manual did not show a "compute" bios option so possibly that is a z400 thing.

Try any (or all) of the X4 slots. If it works in x4 then bring up bios and set all PCIe slots to generation 1
Also do a reset of the CMOS as described in manual. That might set default to generation1 PCIe.
Only other option is try another video board.
I assume you tested the monitor. Even if board is not working the monitor should turn on for a second and show a message like "no signal present" every time the motherboard is powered up.

you had indicated, that even if the graphics card was not present, the computer did not start
Is this still the case ?
we see on your video, that it is not just the display
the computer turns on, turns off, then restarts
thin, the video was moderated

Do you have a speaker attached to the motherboard?

Possibly there is some problem but there is no speaker to generate the beep code.

GPU Is plugged into x4 slot, motherboard is staying powered on
gpu is powered on
PC plugged into tv via hdmi
Tv displaying no signal
tried other hdmi slots on tv
no signal
im starting to think my gpu is knackered

That is good: Motherboard is working and not turning off. It could well be the HDMI cable. Lot of older graphic cards do not create a strong signal for modern big screen TV. Try another HDMI cable and do not go through an HDMI switch. I have GTX-1070 that I had to pick and try different HDMI cables on to get it to work.
Also, did you reset the CMOS?
