According to the specs at the link below, the PC only supported processors 54W or less.
This user benchmarking site has reports of folks installing other processors than those listed in the HP specs:
UserBenchmark: HP 280 G1 ST Business PC Compatible Components
One such report does show you can install the i7-4790T (low wattage), not the i7-4790.
Intel® Core™ i7-4790T Processor
It has to be better than whatever processor your PC currently has installed.

HP 280 G1 MT
the one you mentioned is
HP280 G1 ST
So in my model the benchmark says

That i7 4790 must work,
I have a regular company inbuilt power supply do I need to upgrade it to make it work
I think that may be a problem

Older one was 53 watt *pentium G3250*
Newer one is 84 watt *i7-4790*

This link indicates MT and shows the processors I had originally mentioned. Low wattage.
Sorry but I can't help you because according to the specs, the processor is not supported.
Your PC came with a 180W power supply which should have been enough to power the i7-4790.

Shows that i7 4790 works
And I check on PSU calculator that
My whole system makes
Exactly 180watt as the power supply is
For i7 4790
And for
Pentium g3250 system
153 watt which is optimal for 180 watt PSU
SO what do you think the reason may be
Is it something else I am missing
May be BIOS update and all someting

•And what will be the fastest processor in this system according to you that will support, if not that i7 4790?

Don't go
