Hello,
We use HP Device Manager to manage our T430/T530 thinclient's.
We use remote console, intalled in our Windows 10 PC's, to access to HP Device Manager. We can ping, execute tasks, etc from our remote consoles to thinclient's, but we couldn't do VNC connection.
We have setup access from the VLAN of Windows 10 PC's to the VLAN of thinclient's to port's 5800, 5900, 5901.
Anyone can help?

By default, Virtual Network Computing (VNC) is not enabled on any HP Thin clients with any of the latest Images, as such the VNC Viewer cannot work on HP Device Manager.

Sanity Check: Are the system on the same subnet?
I have both realvnc and splashtop running on several Win 10 Pro systems. If they are not on the same subnet then I have to do port forwarding or buy the splashtop remote access license which I have done.
Did you have a problem with Microsoft's own remote desktop app? I found it does not work with certain GPU apps that I run.
[edit] As @CharlieItuah1 mentioned. the vnc server is not install in the system. Note that apps like vnc and splashtop cannot access certain windows functions even if you log into an admin account due to security policy defaults.
