The Intel Q370 chipset is supposed to be compatible with both 8th-gen and 9th-gen Intel processors, but it depends on a specific BIOS update which HP, to my knowledge, hasn't released for the HP ProDesk 600 G4 MT.
However, there is one notable exception: an i5-9500 is somehow compatible, as seen here: HP ProDesk 600 G4 MT Performance Results - UserBenchmark and: HP ProDesk 600 G4 SFF Performance Results - UserBenchmark.
The most powerful processors compatible with an HP ProDesk 600 G4 MT are the i7-8086K (6-Cores, 12-Threads, 4.00 GHz up to 5.00 GHz) and the i7-8700K (6-Cores, 12-Threads, 3.70 GHz up to 4.70 GHz).
