I am unable to even near the 60 FPS mark while playing CSGO or Fortnite. The maximum FPS I get on the lowest graphics is 30 FPS! Could someone please help me understand why I cannot get decent framerates?

if we don't have the exact reference difficult to answer ..
But more often than not this type of computer is not designed for games!

this laptop model line is available with a 4k display, and if you have this screen you might need to change the games default resolution down to a lower setting as the higher the screen's resolution is the more gpu horsepower is required
even desktop systems with a 4k display need a top of the line nvidia 2080TI card to run a game at 4k resolution with fast frame rates, and the previous 1080TI model could just barely manage 4k gaming in most cases
