the most common reason for a stuck os shutdown is that a OS process
or a running application is not shutting down when the os sends the shutdown command
this stuck/hung process is causing the shutdown task to stop at the hung process
i suspect that a clean win 11 install will be successful
and then installing any applications in a known order should either work
or hang the shutdown at a know application install allowing further checking on the reason
in some rare cases current existing win 10 drivers can also be a issue under a win 11 upgrade

Please note that I have ruled out it the following by real life testing;
Background applications - It won't shutdown directly from Windows logon page even after you have disabled most applications and services from start
Hardware - because system reboots with any other operating system e.g. Linux, Windows server, Win10 including Win11 23H2
BIOS/Firmware/Driver - Re-imaging using F11 key while booting, the machine had the same issue as Win 24H2 starting from Win10 however it got resolved after installing both Intel Corporation – Display – 31.0.101.5522 and HP – Firmware – 1.6.10.0 found in Optional updates -> Driver updates. Basically, Win10 was trying to install the BIOS version 1.6.10.0 which was already installed in Dec2024.
Operating system Win11 24H2 - Raised a ticket with Microsoft, submitted machine system sleep study report then I got promised that my finding were to be passed over to the development team. Also machine blue screen with info: Stop code: MACHINE_CHECK_EXCEPTION
We are still waiting for HP to provide a solution as it appears that the issue is within BIOS/Firmware/BIOS due to the fact that one gets blue screen on first reboot while upgrading from Win 23H2 to Win 24H2 - Has anyone have an insight to Stop code: MACHINE_CHECK_EXCEPTION blue screen message in regards to user mode to kernel mode shutdown or reboot process? Or insight on motherboard shutdown and reboot driver?

I have the same problem with the HP z2 g8
After upgrading to 24H2, no restart and no shutdown possible.
We have 8 computers in use. After resetting the 24h2 update (to 23H2) everything works again.
So far no idea what it could be.
I'm just glad we're not the only ones affected by this.

Thanks to more extensive tests (kudos to CG!) we are very confident that the problem is the disk. Replacing the disk with another drive, the problem goes away.
My devices are MTFDHBA512TDV (Micron NVME) and this is probably related to https://www.reddit.com/r/gadgets/comments/1g4i7af/comment/ls3mkcy/ there is a reg key which probably helps, didn't test it though, lack of time.
Hopefully you can confirm this finding

Has anyone tested the NVME? I remember having the same issue with Win11 24H2 was running on SATA instead of NVME during my investigation.
Today, HP support asked to try the following but I have already returned our Z2G8 so not an option for me at present.
BIOS setting > Advanced > Power Management option > enable the“PCIE Express Power management”
If your Z2G8 is on Win11 24H2 with the same issue, please try "PCIE Express Power management" for me and report back.
I think changing all power management settings in the BIOS was one of the first steps when I started investigating it.

We have - 46 - HP Z2 G8 SFF workstations with Windows 11. Back in Dec 2024, we upgraded to Windows 11 24H2. We discovered that if the computer goes into SLEEP, then it will be frozen/stuck, and unable to wake-up by any means. Only method is to force power-off and reboot. Also discovered that computer will not successfully Restart. During the restart, the "restarting" message is displayed, then display does blank, then Mouse/Keyboard does lose power .. this is all normal and expected so far. At this point the FAN is still running, and the computer is stuck. It never will restart. Only method is to force power-off and reboot. All HP Z2 G8 workstations have MTFDHBA512TDV (Micron NVME) . We have found that going to the BIOS SETUP and BIOS setting > Advanced > Power Management option > enable the “PCIE Express Power management” does resolve this problem. Thanks to Gatwick100.

I can confirm 2 findings:
1) changing the NVME disc (I tried with a Samsung NVME) helps, the error won't occur with it
2) using the BIOS setting from @Gatwick100 solves the issue too
